Before this, he established his scholarship concept at long beach polytechnic High School. In the next 5 years, he continuously worked to support his idea. It results that the state organized similar kinds of societies to help students. Only the students who have good grades can apply for the scholarship. The state bylaws decided on a period for organizing membership drives each semester. Conferences are held by authorities annually and the scholastic achievements and student awards are presented by them at that conference.

The California Scholarship Federation is to increase the lifestyle of California students who have high standards in academics.
