About This Scholarship

The WICHE Professional Student Exchange Program (PSEP) is a program that provides opportunities for students in western states to pursue professional healthcare or veterinary degrees at out-of-state institutions, while paying reduced tuition rates. The program is administered by the Western Interstate Commission for Higher Education (WICHE), which is a regional organization that works to expand access to higher education and support workforce development across the western United States.

The WICHE PSEP is open to students who are residents of participating western states and are enrolled in eligible professional degree programs, such as medicine, dentistry, veterinary medicine, or other healthcare-related fields. Through the program, students can attend out-of-state institutions that offer their chosen degree programs, and pay reduced tuition rates that are often comparable to the in-state tuition rates of their home states.

The WICHE PSEP program is funded through agreements between participating states, and participating institutions must meet certain eligibility requirements to participate in the program. 

Eligibility Criteria For WICHE Professional Student Exchange Program

The Western Interstate Commission for Higher Education (WICHE) Professional Student Exchange Program (PSEP) allows students to enroll in out-of-state professional programs and pay reduced tuition rates. The eligibility criteria for the program are as follows:

  • The applicant must be a legal resident of a participating Western state or territory. The participating states and territories are Alaska, Arizona, California, Colorado, Hawaii, Idaho, Montana, Nevada, New Mexico, North Dakota, Oregon, South Dakota, Utah, Wyoming, and the Commonwealth of the Northern Mariana Islands.
  • The applicant must be accepted into a participating professional program that is not offered in their home state or territory. Participating programs include dentistry, medicine, optometry, osteopathic medicine, physician assistant, physical therapy, podiatry, and veterinary medicine.
  • The applicant must meet the admission requirements of the professional program they wish to attend.
  • The applicant must be willing to return to their home state or territory to practice their profession after completing their program of study.
