• Minority status: Applicants must be African American, Hispanic American, or Native American. These groups are the primary focus of the JRF scholarship program.
• High school senior or college student: The JRF scholarship is available to graduating high school seniors who plan to attend an accredited four-year college or university in the United States. 
• Academic achievement: Applicants should have a strong academic record, typically reflected in a competitive GPA. The specific minimum GPA requirement may vary each year.
• Financial need: The JRF scholarship program considers financial need as a factor in the selection process. Applicants are required to submit financial information, including household income and assets, to demonstrate their need for financial support.
• Leadership potential and community involvement: The JRF places great emphasis on leadership qualities, community involvement, and a demonstrated commitment to social justice and equality.
